XnView MP is an excellent image management program with well developed capabilities to quickly update images, for example by auto-adjusting colour and lighting to remove haziness of underwater photographs. In addition it is a very capable Exif / IPTC editor allowing you to tag, comment, and provide author details into your photos.
XnView can certainly compete with IrfanView (more or less similar capabilities but a much more dated and not always intuitive user interface) and ACDsee, for example.
